Public Notification Bylaw \ EQUS REA Ltd. Presentation \ Award of Sprinkler Protection Trailer Tender \ Closure of Cadomin and Marlboro Fire Stations \ Cannabis Land Use Bylaw Amendment \ 2019 Server System Upgrade \ Legal Access Road Use Agreement 

Public Notification Bylaw – Council gave first hearing to Bylaw 7.18, which would allow administration to advertise bylaws, resolutions, meetings, etc. by one or more methods, including electronic advertising. Administration intends to continue with the current advertising scheme as well, which includes mailouts and newspapers ads.

EQUS REA Ltd. Presentation – Brian Hennings, of EQUS REA Ltd, presented to county council. Mr. Hennings imparted the following information to council: The Alberta Utilities Commission approved an application by FortisAlberta to request that the service areas of certain Rural Electrification Associations (REAs) be altered to align with Municipal Franchise Agreements (MFAs) between FortisAlberta and various municipalities in circumstances where the corporate boundaries of the municipality have expanded through annexation and now overlap with an existing REA service area Integrated Operations Agreement (IOU).

Award of Sprinkler Protection Trailer Tender – County council awared a tender for two Sprinkler Protection Trailers in the amount of $410,000.00 to A.S. Roach Fire Services LTD.

Closure of Cadomin and Marlboro Fire Stations – County council moved to close the Cadomin and Marlboro Fire Stations. Currently, the fire station coverage area in Cadomin is provided by Yellowhead County Station 4 out of Robb and Hinton Fire Department out of Hinton. Coverage for the Marlboro Fire Station comes from Yellowhead County Station 12 in Edson.

Cannabis Land Use Bylaw Amendment – County council gave first reading to Bylaw 01.19 amending Land Use Bylaw 16.13. This bylaw amendment will incorporate definitions for cannabis-related uses and add cannabis-related uses as discretionary in some districts. The amendment has been drafted to align with the requirements set forth by provincial legislation and regulations. A Public Hearing will be held on February 26, 2019.

2019 Server System Upgrade – County council moved to accept a bid ($1.1 million) from Optrix Engineering to upgrade the county’s server and associated peripheral technologies.

Legal Access Road Use Agreement – Council moved to support the use of a road use agreement and crossing agreement for legal access between the property owners and CN for lands in and around the SE 6-53-18-W5M.  This would allow the landowners to develop their lands without any restrictions typical of a non-conforming building with a Restrictive Covenant subject to no future subdivisions and no road maintenance by Yellowhead County.

The next Council Meeting is on February 12, 2019. The next Governance & Priorities Committee Meeting is on February 19, 2019. All meetings start at 9:30 a.m. in the Council Chambers.
