Public Hearing 17.17 | Council Code of Conduct | Assessment Modifier Impact | YCFD Water Tanker

Public Hearing 17.17 – A Public Hearing was held for Bylaw 17.17 that would rezone a property from Rural District (RD) to Country Residential District (CR). The rezoning is required before the property can be subdivided into five CR parcels. No concerns from the public were brought forward. The bylaw will be brought back for additional readings at a future council meeting.

Council Code of Conduct – Council gave third reading to the Council Code of Conduct, Bylaw 02.18. Changes to the MGA states that a municipality must establish a council code of conduct bylaw that governs the conduct of municipal councillors. The code of conduct covers such topics as conflicts of interest, dealing with confidential information, and other terms that council members must conduct themselves under. The bylaw must also, as required by the province, have a formal complaint system and process in place.

Assessment Modifier Impact – Non-residential assessment modifiers issued by the provincial government are resulting in significant losses of assessment income to Yellowhead County. These losses have a detrimental impact to services and projects that impact both local industry and residents, but also neighbouring municipalities and organizations who stand to lose funding through local revenue sharing initiatives offered by Yellowhead County. Council endorsed a letter to the Minister of Municipal Affairs voicing these concerns.

YCFD Water Tanker – Council approved the purchase of a new water tanker to replace its aging, 26 year-old tanker, at a cost of $712,617.00. This new tanker will be built by Rosenbauer/Rocky Mountain Phoenix, and will provide protection to the whole of the county. This new tanker will have a 1,500 gallon per minute rear mounted pump, front bumper mounted attack lines, a remote controlled monitor system and foam system, and will hold 3,600 gallons of water.

The next scheduled Council Meeting is January 23, 2018 next scheduled Goals & Priorities Meeting is January 16, 2018. All meetings start at 9:30 a.m. in the Council Chambers.
